January 2001 set a record for layoffs - 142,208 - or an average
6,182 per day, breaking an all-time high set just a month

other form of advertising or promotion can give an Organization the high
level of Consumer
Confidence and Trust that QT Licensing provides. While other programs
provide a set of fundamental practices an Organization should adhere to,
QTL provides a Code of Practices Licensees MUST adhere to. This is why
our Licensing is so effective.

QTL does for its Licensees:
Quality
Testing Labs provides the tools and mechanisms Licensees need to regain
and maintain Consumer Trust and Confidence in Internet Sites, Products
and Services, and the Organizations behind them, even if there has been
bad press in relation to the type of service they provide.
The
Program begins with the Code Organizations agree to.
QTL's
Code
of Ethical Business Practices is self-governing and
administered by QTL. Since Organizations, of their own choosing, subscribe and
agree to a Code of Ethics based on fundamental best business
practices, they let people know that your their Site is safe and their
Organization can be
trusted.
The Code includes positive and compelling statements
and promises. These may include statements about an Organizations security policy,
reliability, privacy, disclosure, claims, customer service, delivery of products and services
and more. The specific Code depends on your specific type of business.
The stronger you make your Code, the more effective it will be.
Penalties
for violations are what makes the Program work.
The Penalties for violations to your
Organization's Code are what consumers need to see to feel confident.
The Code includes your Organization's agreement to be FINANCIALLY
PENALIZED by QTL for clear and verifiable violations. Furthermore,
via the Code, the Consumer that reports the violation to QTL receives monetary compensation for
violations from the Licensee.
This
combination of the Code, Fines and Consumer Compensation is the only way
Organizations can prove to consumers that they are
serious and committed to consumer confidence.
QTL will make every
effort to help Organizations learn how to avoid these penalties, however your
agreement to the penalties is what makes consumers realize your
commitment.
We
create
and/or verify your Privacy Policy.
We
will help you create a privacy policy that best fits your type of
Organization, assures your visitors and consumers that you fully disclose
what you do with their confidential information and seamlessly
integrates with your Code. Because QTL is an independent, self- governing
body with no partnerships of any kind with any industry organizations,
we can provide totally unbiased consulting about your privacy standards.
Attorneys we recommend or you can source on your own can help insure
your Privacy Policy is in line with the latest standards. Privacy
Statements have become a huge issue and a major roadblock to User
acceptance.
We
report Consumer Complaints so you can resolve them.
When
Consumers need to file a Complaint, they first attempt to resolve the
problem with the Licensee. If they are unable to resolve the problem
with the Licensee, they can submit the complaint in a form that is
accessible from your Code that pops up via clicking on the QT
Mark on your Site. The Complaint must relate to a violation of one of
your Codes and will be forwarded directly to you the Licensee for
resolution. In nearly all cases, you as a Licensee will be able to resolve
the issue with your Consumer. If and when a Licensee has issues that it
cannot resolve, QTL steps in. Though QTL does not dispute or mediate
issues, it
will make reasonable efforts to help you work with your Consumer to the
Consumer's satisfaction as well as yours. The information you receive
from Complaints will help your Organization pinpoint problem areas or
areas of Consumer concern.
Maintain
Consumer Loyalty even if an error occurs.
QTL
benefits both Licensee and Consumer, and helps maintain Consumer loyalty
even if an issue has occurred. We do everything we can to help you the
Licensee avoid fines and develop ways to resolve processes that may be
causing them. We allow up to 100 fines before a License is revoked, and
if revoked, allow Licensees to reinstate their License after the problem is
resolved. We provide you with an initial 90 day grace period to give
your Organization time to collect information on Complaints and develop
systems and processes to avoid them. We do not want you to receive
fines. Our goal is to make your Organization more responsive and more
effective in the eyes of the Consumer.
We
provide you with aggregate complaint information.
So Licensees can see an overview of how they are doing, we provide quarterly aggregate
reports to help target
weaknesses and improve the quality and performance of your Organization.
These reports let you know where improvement is needed.
We
provide Licensee Awareness.
